In an emergency cooling device in which an evaporation part 3 is interconnected with a condensation part 4 so as to form an annular flow path as a whole by a steam pipe 5 and a liquid return pipe 6, there is provided a loop thermosiphon 2 in which a condensable fluid is internally sealed as a working fluid, an on-off valve 17 which returns a liquid phase working fluid from a condensation part 3 to an evaporation part 4, and further prevents the return current is provided halfway along the liquid return pipe 6, and the working fluid is evaporated by heat of a cooling target part 1, and also the steam is flown to the condensation part 4 to radiate heat, thereby cooling the cooling target part 1, the evaporation part 3 has a heat-transfer pipe 7 which receives heat from the cooling target part 1, a heat transferring protrusion for piercing droplets of the working fluid is formed on an inner wall face of the heat-transfer pipe 7, and part of the liquid return pipe 6 connected to the heat-transfer pipe 7 forms a preheating part 16 for receiving heat from the cooling target part 1.
