PURPOSE: To simplify the vending operation of the betting tickets of lots by providing a precheck device for a mark sheet describing betting contents.

CONSTITUTION: A lot vending main body device 30 and a precheck device 40 are connected in an off-line manner. The precheck device 40 reads information corresponding to the betting contents of a desired lot to be vended by a first optical reader and checks whether this read information is correct or not. The lot vending main body device 30 reads information from the mark sheet checked by the precheck device 40 with a second optical reader and transmits this read information through a digital public line network 20 to a lot vending managing host device 10. When this lot vending is permitted by the lot vending managing host device 10, the betting ticket corresponding to the betting contents of this lot is printed and outputted by a betting ticket vending device.
