To provide a low P-steel manufacturing method capable of yielding low-P steel at a low cost in an electric furnace steel making.
Raw iron and charcoal are charged into an electric furnace 10 together with a slag making agent and melted to manufacture a high-carbon molten iron 12 with a C content of ≥1.0 wt.%, slag is removed, and the high- carbon molten iron 12 is transferred to a storage furnace 16 and temporarily stored therein. Then, the high-carbon molten iron 12 from the storage furnace 16 and new scrap 20 are charged into an electric furnace 18 for steel making together with a slag making agent, and mixed and melted to heighten the basicity of the slag in making steel and to promote the transfer of P in the molten steel into the slag, thereby obtaining the low-P steel.
