The method for producing the low-substituted hydroxypropylcellulose powder, having 0.05-1.0 molar substitution number per anhydrous glucose unit, insoluble in water and swellable with water, comprises a step for producing alkali cellulose by adding an aqueous solution of sodium hydroxide to pulverized pulp in 0.1-0.3 mass ratio of sodium hydroxide over anhydrous cellulose and mixing the mixture, a step for performing an etherification reaction of the resultant alkali cellulose, a step for neutralizing sodium hydroxide included in the obtained crude reaction product, followed by a cleaning step, a drying step and a pulverizing step for performing compaction-grinding.
