In a lubricating metal plate, a continuous film (A) containing a fluorine resin (B) as solid lubricant is deposited on one side or both sides of the metal plate, the lubricating film thickness is ≥ 0.5 μm and ≤ 20 μm, and, in the surface roughness of the lubricating film, the peak count per 10 mm in the length of the line direction satisfies the inequalities Pc (2 μm)> 3, and Pc(5 μm) < 1, where Pc (X μm) is the number of peaks exceeding the height X μm in a roughness curve. To manufacture the lubricating metal plate, the fluorine resin synthesized by suspension polymerization or emulsion polymerization is heat-treated, irradiated with radiation for low molecular weight, mixed with water-based resin, and applied to the metal plate while stirring, and dried.
