To provide a magnesia flocculating material having high flocculation capacity by a porous structure of magnesia.
In this magnesia flocculating material, a raw material consisting of a magnesia powder as a main component is mixed in a bonding material liquid such as clay, and urethane foam is immersed in the bonding material liquid to attach the magnesia powder and the bonding material to the urethane foam, and thereafter the urethane foam is sintered to form a porous structure 6. The magnesia flocculating material exhibits the high flocculation capacity by a wide contact area brought about by the porous structure and electric neutralization and adsorption brought about by the magnesia powder. The magnesia flocculating material is formed by wrapping a plurality of the magnesia flocculating materials 5 with a net body or a water permeable sheet, and the flocculating material is reinforced and easily handled.
