PURPOSE: To obtain inexpensive simple construction and system by executing the presence and absence of a magnetic stripe with the magnetic head of a card reading part and when the magnetic stripe is absent, returning a card without re-trying the magnetic stripe.

CONSTITUTION: When a card 1 is inserted into a card inserting port 2, a roller 8 is driven and the card 1 is conveyed to a card reading part 5. The reading part 5, when the card 1 passes through a magnetic head 6, reads magnetic stripe information on a card. At such a time, when it is confirmed that the magnetic stripe is present at the card 1, transactions are started. When a part of the magnetic stripe information is not read for some reason, the card 1 passes through on the head 6 one more time and the magnetic stripe information is read (retried) again. Next, in case of the card without the magnetic stripe completely, the retrying of magnetic reading is not executed and the card 1 is returned to the inserting port 2.
