PURPOSE: To enable the generation of sufficient surface leaking magnetic fields even with a thin layer and development with a high resolving power by having a layer contg. a magnetic material or a magnetic thin-film layer on a surface layer and a layer contg. a dielectric substance in a deep layer or substrate layer.
CONSTITUTION: The developing roller 6 for developing the electrostatic latent image on a photosensitive body by using a magnetic toner consists of the magnetic body dispersed layer 11 on the surface layer and the dielectric dispersed layer 12 and the layer 13 in which the magnetic material and the dielectric substance coexist therebetween on the deep layer. Particulates of barium ferrite, Alnico metal magnet, etc., are used as the magnetic material and particulates of barium titanate, etc., are used for the dielectric substance. These particulates are dispersed into plastic and are formed to a laminar state on the outer periphery of a supporting member 14. This layer is magnetized from the surface layer of the roller 6. Since the magnetic material layer is concentrated to the surface layer in such a manner, the sufficient surface leaking magnetic fields are generated even with the thin layer and fine magnetization is enabled. In addition, a sufficient charge quantity is assured even with the dielectric layer and the sufficient charges are applied to the high-resolving power toner.
