In the mail-order sales system for selling goods and services by using a communication network from a service providing apparatus of a seller, the service providing apparatus transmits predetermined return services to a user terminal of a user in accordance with response queueing time J002 from when the user terminal of the user makes an access at a time I001 to when an order reception is started after response to the access at a time I002, or total required time J001 from when the user terminal of the user makes an access at the time I001 to when the order from the user is completely received at a time I003. The return services include at least one of the followings: discounting goods or services to be sold, distributing service points, and adding a service status.
