In a maintenance site, a field portable maintenance terminal 3 which sends and receives information including video and sound information to and from the server 1 or terminal 2 by radio or patrol inspection terminal 4 which sends and receives information for daily inspecting operation to and from the server 1 is carried. Then information transmission to and reception from the monitor room are performed to manages the facility data, display information on-line and off-line, the site state, and a previous arrangement and a faulty position, and generate reports on inspection and abnormality or trouble, etc.
