The operation of a drive circuit 14 from a watch dog circuit 12 is forcibly stopped by connecting the pads 13a and 13b of a submerge detecting land 13 to both ends of a first capacitor CIP used as a timing element, which is connected to an existing watch dog circuit 12 to prevent the electrical change in the first capacitor CIP caused by the leaked current between both pads 13a and 13b when submerged. Since unlike the case where a malfunction preventive circuit when submerged is provided independent of the watch dog circuit 12, the function of the watch dog circuit 12 can be used as it is, the number of part items can be reduced and circuit efficiency can also improved.
