To perform scheduling so that a task can be processed within an allowable delay time.SOLUTION: A management device includes: a temporary allocation unit 101 that provisionally allocates, from among a plurality of resources, a first resource caused to execute a first task as a scheduling target; and a speculation unit 102 that speculates about an occurrence of congestion when the first resource is caused to execute the first task, based on a bandwidth of a communication channel between resources used by a second task being processed by the resources, a bandwidth of the communication channel used by the first task, and an allowable amount of the communication channel.SELECTED DRAWING: Figure 4
