A management server 30 connected to a registration terminal 13 installed in a loading place and a gate control terminal 22 installed in a delivery place includes: a load-based delivery gate database 311 in which load information and delivery gate numbers are registered so as to be associated with each other in advance; a vehicle-based load database 312 in which ETC vehicle unit numbers and the load information are registered; and a control part 32 for registering the ETC vehicle unit numbers and the load information received from the registration terminal 13 in association with each other in the vehicle-based load database 312, and for, when receiving the ETC vehicle unit number from the gate control terminal 22, acquiring the associated delivery gate number by referring to the load-based delivery gate database 311 and the vehicle-based load database 312, and for transmitting it to the gate control terminal 22.
