The dispatched side 20 (care requesting person house) requesting the dispatch of the dispatch employee or the dispatched staff carries an IC card 21 provided with a card IC and an identification code, the dispatched employee or the dispatched staff 13 carries a cellular phone 12 mounted with a marking processing application software, an attendance data is marked in the cellular phone 12 by reading the IC card 21, and the marked attendance data is received/managed by a data center 30 of the disinterested third party.
