The processing control part 8 has a function of determining, when the input information identification processing part 9 identifies input information, an image fetched to the image acquisition part 5 is a human face, and the face information determination processing part 10 determines that the ratio of flesh color in an area based on the position of the eye is a reference value or more, that the image is the human face to unlock the electric lock 2 through the output part 12, and a function of storing image data fetched from the acquisition part 5 to the image storage part 15.
