PURPOSE: To provide an absorbent polymer composition of excellent gel strength including less water-soluble polymer and having high liquid absorption ability by manufacturing the absorbent polymer from neutralized monomer solution without including surfactant.

CONSTITUTION: The absorbent polymer composition is manufactured by two processes (a) and (b). That is, (a) the process of manufacturing dispersed liquid in which effective quantity of crosslinking monomer and dispersing agent are dispersed in aqueous solution of at least partially neutralized water-soluble α,β-ethylenic unsaturated carboxylic acid monomer, and (b) the process of putting the dispersed liquid in reaction conditions for polymerizing above neutralized or partially neutralized carboxylic acid with crosslinking monomer. As the dispersing agent, that of which surface tension of supernatant solution comprising polymerized monomer 1 g dissolved in 0.9% sodium chloride solution 200 ml is 60 dyne/cm (6 Pa) or more is selected. Polyvinyl alcohol of a hydrolysis degree of 75-100% is the most favorable as the dispersing agent.
