PURPOSE: To obtain an internal short-circuit cell type catalyst by forming a mixture of a soln. of an ion-exchange resin, using two kinds of specified electron-conductive powder and a perfluorocarbon resin as the base body, and a suspension of a fluororesin in water.
CONSTITUTION: A soln. (A) of an ion-exchange resin, using electron-conductive powder effective in electrolytically reducing an oxidized body, electron- conductive powder effective in electrolytically oxidizing a reduced body, and a fluorocarbon resin as the base body, in an org. solvent or in a mixture of an org. solvent and water is prepared. Besides, a suspension of a fluororesin in water or in an org. solvent is prepared, and mixed with said soln. in a mixed solvent. Then the solvent is volatilized to manufacture an internal short-circuit cell type catalyst. Metals, carbon, or metals deposited on carbon are preferably used as said powdery metal showing electron conductivity and catalytic activity.
