An epoxy resin composition composed of epoxy resin (A) not containing halogen, a dicyandiamide (B) as a curing agent and aluminum hydroxide (C) as essential components is impregnated with a glass woven cloth and dried to manufacture a prepreg (I). The blend amount of (C) is 10-40% of (A)+(B). Halogen containing epoxy resin is impregnated with a glass non-woven cloth and dried to manufacture a prepreg (II). The prepreg (II) is placed in the middle and the prepreg (I) is place don the surface, and a copper foil is laminated on the frontmost surface and a composite copper-clad laminate is manufactured by heat and pressure molding.
