PROBLEM TO BE SOLVED: To obtain surface fabrication technique for MDF(medium-density wooden fiber board) by which it is possible to reinforce the surface layer of MDF and at the same time, make the surface decorative, and which saves natural resources and energy, and has no environmental problem. SOLUTION: An isocyanate composition comprising polymethylene polyphenylpolyisocyanate, polyoxyalkylenepolyol with a molecular weight of 1000 or more and 600 or less and alkylenecarbonate as essential components, is applied to and caused to permeate through a base (2) formed entirely of or with its surface part formed of a medium-density wooden fiber board (2a). In addition, a decorative laminated layer (1) is formed while the lamination is still uncured, and is thermally pressed into a single piece.
