PURPOSE: To obtain high image quality free of uneven density by forming a dielectric layer on a conductive substrate, spreading the first dielectric adhesive thinly on the dielectric layer, separately scattering conductive particles apart from each other, coating the particles with the second dielectric adhesive, and then, disclosing the surfaces of said particles.
CONSTITUTION: For example, a dielectric layer 2 is formed on the outer surface of a cylindrical conductive support 1, the layer 2 is thinly coated with the first dielectric adhesive 3b, and conductive particles 3a coated on the surface with an electrically insulating material, such as polymethyl methacrylate, are scattered uniformly in one layer. Next, the particles 3a are coated with the second dielectric adhesive 3'b and hardened. Then, the layer 3' and the particles 3a are cut and ground by according a central axis with the axis used for cutting the support 1 and rotating them so as to form the thickness t3 of an electrode layer 3 a little larger than the radius of the particles 3a, and the whole disclosed areas of the particles 3a equal to or larger than 45% of the surface area of the electrode 3. As a result, an edge effect is allowed to act effectively, and a developer (toner) holding member having a line image sufficient in density can be obtained.
