PURPOSE: To uniformly pack an expandible material into the space of a panel for raising the productivity of a heat-insulating panel by a method in which a tool with an injection hole is clamped from the tup side of a panel in such a way as to keep the height of the internal space of the panel at a given one and then the expandible material as a filter is injected into the internal space through the injection hole.
CONSTITUTION: A tool is clamped from above by means of a proper force and fitted in a convex form onto the upper part of an internal space in such a way that a proper thickness of expanded material 6 is formed according to the kind of a cushion material 12. By this, the thickness of the expanded material formed in the internal space can be freely controlled. An expandible material as a filler is injected into the internal space from outside through an injection hole 10 to form an expanded material layer inside the internal space. The expandible material as a filler used includes well-known expandible raw materials, such as those which are in liquid state and capable of expanding and hardening inside.
