When the velocity at which the raw material feeder 3 is moved in the same direction as for the water-permeable sheet 2 is given as V1, and the velocity at which the feeder 3 is moved reversely is given as V2, and the velocity at which the water-permeable sheet 2 is moved is given as V, the raw material feeder 3 is moved at a velocity to be determined by the relationship, V1-V=V2+V.
