PURPOSE: To easily form a file cutter by arranging a workpiece and a press die in the descent inclination at a specific angle rearward in the turning direction of a file, applying the press die to the workpiece, and carrying out the press working.

CONSTITUTION: A workpiece 4 and a press die 12 are arranged, keeping a descent inclination in 5-15° rearward in the turning direction of a rile. When the press die 12 is applied on the workpiece 4, a file cutter having a main cutting edge 16 and an auxiliary cutting edge 17 is formed in parallel to the width direction of the workpiece 4, by a main cutting edge formation surface 13 and an auxiliary cutting edge side surface 14. Since, in the press working of this file cutter, the workpiece 4 tilts in spite of the fact that the main cutting edge formation surface 13 is set vertical, the cutting edge 18 is pushed upwardly, and introduced into a release space, and is made sharp. Then, a cylindrical shape is formed by winding.
