PURPOSE: To smoothly insert an anchor member without breaking a layer so as to improve stability of the root of a fixing tool by inserting the rod anchor member from the enlarged end part of a cylindrical body and inserting the shaft from the enlarged end part of the cylindrical body.

CONSTITUTION: In the first process, the holes matching to outer holes are bored in the vicinity of the front end of a band plate by a press punch and in the second process, the band plate is cut into rectangular flat plates by a press. In the third process, it is cut into such a shape that a plurality of triangular angles extend continuously at one side. In the forth process, the flat plates having the triangular angle parts are formed into a cylindrical body having the central axis line along the long side. In the fifth process, the triangular angle parts of the cylindrical body are formed into a pyramid shape and in the sixth process, the diameter of the opposite side edge part of the triangular angle part of the cylindrical body is enlarged and bent. In the seventh process, a doughnut-shape plate to become a flange 1b is inserted from the pyramid end part. Spring-back of the cylindrical body is thus prevented. In the eighth process, a guide member 5 is inserted from the enlarged-diameter end part of the cylindrical body and in the ninth process, a rod anchor member 4 is inserted from the enlarged-diameter end part and lastly, the shaft 2 with projections 3 is inserted from the enlarged part.
