PURPOSE: To shorten the time for manufacturing various kinds and a little quantity of operation sheets by installing a frame sheet having a desired-shape opening to a basic material sheet, and guiding the photohardening resin into the opening to form projecting key top parts.

CONSTITUTION: A frame sheet 4 is installed on a basic material sheet 2 so that push positions 20 of the basic material sheet 2 and openings 40 of the frame sheet 4 coincide with each other. Photohardening resin 3 is dropped from a dropping nozzle 50 of a dispenser 5 to the center position of the openings 40 to obtain key top parts 30 made of the unhardened resin 3 at the push positions 20 of the basic material sheet 20. The light is irradiated to the key top parts 30 by using a high pressure mercury lamp to harden the resin 3, and thereafter, the sheet 4 is removed from the sheet 2 to obtain an operation sheet.
