To obtain a method for inexpensively, rapidly and simply forming and dispatching a printed dispatching matter at a low cost, a cover, and an apparatus therefore by transmitting print data to a production place adapted to a treatment of a printing request of a requester.

When requesters 1 to 3 desire to request printing, the requesters 1 to 3 access a central computer 4 through personal computers, and request which of factories or servers 5 to 10 can accept the print requests of the requesters 1 to 3. The computer 4 contains information regarding printing capability of the servers 5 to 10 connected to the computer 4, and hence can select the optimum servers 5 to 10 to the requests from the requesters 1 to 3. It is advantageous to freely select the servers 5 to 10 according to the freely selecting capabilities of the servers 5 to 10. As the other selecting reference, to lower the costs of the requesters 1 to 3, the residences of the servers 5 to 10 may be used.
