CONSTITUTION: An oxidation inhibitor 21 which is jetted with jetting nozzles 20 is applied on the outer surface of a billet 10 before heating. The billet 10 is heated in a heating furnace 3, passed through a tunnellike removing device 40 before piercing with a piercer 5 and the oxidation inhibitor 21 which is applied on the outer surface of the billet 10 is removed desirably leaving a prescribed thickness with high-pressure water or the like which is jetted from the inner periphery of the removing device 40.
