PURPOSE: To manufacture a steel sheet with different roughness on the front surface and rear without generating camber by rolling using a pair or ≥2 pairs of upper and lower work rolls with different surface roughness and a shape adjusting device with which upward or downward camber that is generated due to the difference of surface roughness is flatly corrected.

CONSTITUTION: After a steel strip 2 which is rewinded from a pay-off reel 1 is rolled with work rolls which consists of a pair of upper and lower dull rolls 3, 4, this strip is rolled with a pair of work rolls of which the upper roll is a bridle roll 5 and of which the lower roll is a dull roll 6. Then, camber is corrected with a roll bender type shape adjusting device 7 and the strip is coiled with a coiling reel 8.
