PURPOSE: To save an energy and to improve a productivity by hot-rolling a steel plate by providing the recessed part in a turn buckle shape on a roll and blanking the projection part thereof with a press.

CONSTITUTION: The recessed part 2 in a turn buckle shape is provided on a hot rolling roll 1 and plural times hot rollings are performed on a steel plate A. In this case, the projection part B in a turn buckle shape is formed on the steel plate A. A turn buckle simple substance is then formed by blanking the projection part B by a power press 3 and the working of the thread part at both ends is performed further. With this method the heating amount is reduced and the forming can be continuously be performed. The productivity can be improved as well as the energy saving in manufacture.
