The manufacturing apparatus is constituted to include a contact region which is a region on a polishing plate where the operation of a stage to change a relative position of the needle for microinjection with respect to the polishing plate in a direction parallel to the polishing plate and in a direction perpendicular thereto is controlled, and the relative position of the needle for microinjection with respect to the polishing plate is detected and the contact position in the perpendicular direction of contacting the polishing plate and the needle for microinjection is detected by a microscope; and a polishing region where the region on the polishing plate for polishing the needle for microinjection by the polishing plate is filled with liquid.
