To provide a manufacturing method of cement in which unburnt carbon in coal ash (containing fly ash) is effectively combusted and removed and the coal ash after the combustion and removal can be utilized as a cement blending material by a simple operation without using storage and supplying facilities of the coal ash.

In a cement manufacturing method comprising processes in which a cement material is fired in a firing furnace and a cement clinker is formed and the clinker is pulverized after cooling in a cooler, the coal ash is fed on the cement clinker in the cooler, and the unburnt carbon contained in the coal ash is combusted and removed, then it is pulverized together with the cement clinker to make the cement.
