PURPOSE: To manufacture a color developing paper to give a clear color development having an excellent water-proofing, discoloration resistance, and anti-friction property by a method wherein a neutral substrate paper impregnated with a color develping constituent allows to catalyze a color developing constituent.

CONSTITUTION: A sizing is performed by using a neutral sizing agent for a pulp slurry to manufacture the paper by a paper making process using a fixing agent of 6W7pH. Besides, a substrate paper is manufactured by impregnating or coating one or two kinds of color developing constituents such as a development constituent of potassium rhodanide, catechol or ferrous sulfate, metavanadic acid and the like, and a solution containing a stabilizer and a water proofing agent in order to give 10W50g/m2 on one side or both sides of the paper. On the other hand, a solution wherein one or more kinds of the color developing constituents are moltem in the solvent such as water or alcohol and the like to develop the color by catalyzing with the said substrate.
