PURPOSE: To provide a manufacturing method and device capable of making the high dimensional accuracy of a product without causing a residual stress therein, without requiring the high skill of a worker by improving the technique of manufacturing a developing roller for a copying machine and a printer and the developing roller of structure suitable for using the method.

CONSTITUTION: The short cylindrical part 8b of a flange with a shaft is fitted into a sleeve 7 shown by the figure (A), to obtain the stage of the figure (B) and in this stage, a cutter holder 12 or a rotary tool is inserted into the sleeve 7, while being brought into linear contact with the regulating grinding wheel RW of a centerless grinder (or a device in conformity with it) and rotated, to finish boring the inner periphery of the short cylindrical part 8b, shown by the figure (C). After the completion of assembling shown by the figure (D) centerless grinding finishing is performed shown by the figure (E) and the centerless grinding can be simultaneously attained in a boring process shown by the figure (C).
