To reduce the manufacturing cost of a flat commutator by preventing a resin material from adhering on the sliding contact surface of segment pieces in molding the resin material.
In a segment piece forming process P1, a plurality of segment pieces each having a lower hole previously formed on a coil connection portion are formed, and in a cartridge attaching process P2, the segment pieces are attached on a resin-made cartridge so as to have a predetermined space in a circumferential direction. In an anchor forming process P3, an anchor is formed on each of the segment pieces attached on the cartridge, and in a holder portion forming process P4, a holder portion is integrally formed of a resin material, with each of the segment pieces being attached to the cartridge. In a cartridge detaching process P5, the cartridge is detached from the segment pieces, and in a connection groove forming process P6, a portion of the connection portion of each of the segment pieces which includes a lower hole is subjected to press processing, and a connection groove is formed.
