To provide a solid polymer electrolyte membrane for fuel cell which has superior strength, ion conductivity, and stability.
High-level saponified polyvinyl alcohol and a high polymer having a proton-dissociative group and/or its precursor and dicarboxylic acid used upon occasion are uniformly dissolved in an organic solvent in which they are dissolved. Film formation is performed using the solution to manufacture a precursor of a solid polymer electrolyte membrane. The precursor is heated to remove the organic solvent. When the dicarboxylic acid is used, the high-level saponified polyvinyl alcohol is cross-linked with the dicarboxylic acid to manufacture a solid polymer electrolyte membrane having the high polymer with the proton-dissociative group and/or its precursor dispersed in the high-level saponified polyvinyl alcohol cross-linked with the dicarboxylic acid. When the dicarboxylic acid is not used, on the other hand, a solid polymer electrolyte membrane is manufactured which has the high polymer with the proton-dissociative group and/or its precursor dispersed in the high-level saponified polyvinyl alcohol.
