When a long raw material 20 having the same width and thickness as those of the key plate and provided with a groove 2c along the longitudinal direction on one face is supplied onto the downstream side from a supply part 101, a thin wall part 2d is formed by a milling cutter 102a and a grip engaging part 2e formed by a recess is formed at a position where a grip is covered with a punch 103a in the long raw material 20, and the long raw material 20 is cut at a position corresponding to length of the key plate by a cutter 104a to manufacture a plate member 22 for the key plate.
