CONSTITUTION: A mixed solution, consisting of an aqueous PVA solution, an organic solvent, e.g., ethylene glycol, propylene glycol, etc., and an aqueous dispersion of a fluorine-contained resin, e.g., polytetrafluoroethylene, tetrafluorolthylene-hexafluoropropylene copolymer, etc., is added to a CdO-dominated active substance and kneaded, and then the mixture is coated on both sides of the cell base plate and press-sticked by a roll press, etc.
