CONSTITUTION: The base plate, with an ear 5 provided in its top portion and a bar-shape core metal 1, made of lead alloys, provided in arrangement of a line, is inserted into a tubular shaped active material element unit 21∼23, which is made in such manner that, a paste-state active material, with a lead powder mixed by adding the binding agent like carbon fibers and dilute sulfuric acid, be pressure forming processed. Subsequently, on the active material element unit, with the core metal 1 inserted, is coated a protective tube 3 to obtain a plate 6.
