An internal core material having a rectangular-corrugated or trapezoidal-corrugated surface is formed of a fiber reinforced resin composite material prepreg. Then, the upper surface plate and the lower surface plate are formed of a fiber reinforced resin composite material prepreg. On the lower surface plate, the internal core material is arranged via an adhesive, and the upper surface plate is arranged on the internal core material via the adhesive. Then, a core material is formed by covering the whole with a vacuum bag film, and heat-cure-bonding the whole while vacuumizing the inside of the vacuum bag film.
