A preliminary mold 21 is manufactured so that the flexible jacket 42 is expanded to bring the rubber sleeve 24 into close contact with the outer mold 46. Another sleeve 25 in which at least a core wire is wound on the flexible jacket surface of the inner mold which is separated from the outer mold 46 is manufactured. The inner mold 41 is installed in the outer mold 46, the flexible jacket 42 is expanded to vulcanize the other sleeve 25 integrally with the preliminary mold 21, and a belt sleeve is manufactured.
