PURPOSE: To eliminate the need for the charge for general line use and enable training in a wide service area and emergency signal training.

CONSTITUTION: This device is provided with a dummy shore ground station control unit 4 to which a data setting terminal 1 where shore ground station numbers, the kind of a marine communication satellite, and telephone and telex subscriber numbers are set telex terminals 2 and telephone sets 3 are connected, and a main control unit 5 to which a display device 6, a printer 7, and a telephone set 8 are connected, and they are connected by a data signal line and a speech signal line. The dummy shore ground station control unit 4 connects belonging terminals to their corresponding lines and also connects a connection request signal from the main control unit 5 to a corresponding belonging terminal when setting data are matched. Further, the main control unit 5 sends output data from the dummy shore ground station control unit 4 to the belonging terminal and displays them when the data match the number given to itself.
