The outside surface 21 of the wheel 20, for example, provided with a wheel cap and the peripheral surface part of the wheel 20, which is not in contact with the ground, are covered with a several pieces of the sheets 10 such as the waste paper or cloth or plastic film. The sheets 10 used for covering in this way are fixed with plural pieces of the Ω-shaped elastic holders 11.... The Ω-shaped elastic holders 11 are formed of a band plate of a plastic or an elastic metal and expanded to clamp both inside and outside surfaces 23, 24 of the peripheral surface part 22 of the wheel 20 and their size are, for example, about 160 mm in diameter and about 20 mm in width and the property sized is used corresponding to the size of the both inside and outside surface (width) of the peripheral surface part 22 of the wheel 20. The sheet 10 positioned at the outside surface 21 of the wheel 20 hangs down on the floor.
