To provide a master capable of suitably updating a program according to the storable size of the master.SOLUTION: A master controls software update of a target electronic control unit that is subject to software update among a plurality of electronic control units installed in a vehicle. The master obtains the storage free capacity of a specific electronic control unit among the plurality of electronic control units, transmits a download request for update data for software update to a center based on the free capacity, receives the update data from the center, and uses the received update data to cause the target electronic control unit to activate the software of the target electronic control unit when the vehicle is powered off.SELECTED DRAWING: Figure 1
