PURPOSE: To prevent wash excavation and sucking-out while ensuring permeability and improve workability and provide low cost by utilizing a unit mat where gravel is stored in a basket type box whose netting is stretched over the framed construction made of wire rod.
CONSTITUTION: Netting 7 is stretched along the framed construction formed by coupling wire rods 6 with each other relatively freely and movably without fixing them entirely with a U-shape clamp of a clamping portion 9 to form a flat basket type box 8. A tapered jointing scarfing 12 is formed in all four directions of the side of the basket type box or either of fore/aft direction or horizontal direction. A unit mat is formed by making at least a lower layer portion 13a accommodate gravel 13, stored in the box, of approx. 10-20 times as large as a bottom sediment grain size at a laid position. Then the unit mat is lifted by a crane or the like, side scarfings 12 are jointed with each other and are arranged continuously without any gap in a laid position.
