PURPOSE: To obtain a material center rest feeding device which keeps a material on the center axis of a rotation working device by holding freely rotatably plural rings with containing the center axis of the rotation working device inside the hole thereof fore or aft or fore and aft of the rotation working device.

CONSTITUTION: A ring 5 is arranged by holding it freely rotatably by interposing a bearing 15 by containing a rotation work device center axis 1 inside the hole thereof at the front or back or the front and back of a rotation working device 4 which works by rotating a material 13 by the work roller set 3 twisting a work roller shaft 2 around the rotation working device center axis 1. At the working time the ring 5 is vibrated in the radial direction or the rotary shaft length direction on the contact face of its internal hole and the material 13, by this vibration force the friction resistance is reduced or the ring 5 is vibrated at a slightly quicker speed than the material advance speed toward the outlet side and at far quicker speed than that toward the inlet side, and a driving force is generated on the material 13.
