To provide a material for preventing frost heaving of a periphery of a manhole, which can prevent a frost heaving phenomenon and an increase in sewage treatment volume by eliminating water, which serves as the biggest cause of the frost heaving phenomenon, in a frost heaving part on the periphery of the manhole and enabling the discharged water to be efficiently diffused into not a sewer pipe but soil.

Styrofoam crushed matter, which has hydrophobicity, non-water- retentivity and pressure resistance, is made into a molding by using an inorganic solidifying material, and a permeable hydrophobic layer is formed of the molding, so that a frost heaving layer can be improved and so that the frost heaving phenomenon and the increase of the sewage treatment volume can be prevented.
