A roller 4 contacting a terminal side face of the IC card 1 with the contact terminal is made of metal, and by forming a nonconductor layer 7 on an outer circumferential face of the roller 4, even when an electric charge accumulated on a surface of the IC card 1 with the contact terminal tries to penetrate an IC chip via the metal made roller 4 and the contact when the terminal of the IC card 1 with the contact terminal contacts the metal made roller 4, since the nonconductor layer 7 is formed on a surface of the metal made roller 4, the penetration of the accumulated electric charge into the IC chip is prevented, and damage to a circuit in the IC chip is prevented.
