To facilitate determination of displacement between a panoramic image obtained by compositing images from a plurality of view points and an image obtained by compositing a laser scanned point group, and displacement between an image and a point group image.SOLUTION: A measurement image display control unit 100 comprises: a panoramic image creation unit 107 that creates a panoramic image obtained by compositing a plurality of still images having different view points; a superimposition unit 108 for an image and a point group image that superimposes display of a laser scanned point group provided with a specific color on the panoramic image; and a transmission state adjustment unit 111 for point group display that adjusts the display of the laser scanned point group to a transmission state where the laser scanned point group can be visually recognized and a background can be seen through.SELECTED DRAWING: Figure 4
