And the device has a control part 8 comparing a measured value of a wire transfer feed amount and the measuring prediction value and when both are conformed, calculating a deceleration speed in accordance with a transfer feed speed of the wire, decelerating a winding speed of the winding part by this calculated deceleration speed, also calculating brake force absorbing surplus inertia moment of the wire generated by deceleration of the winding part, generating this brake force from the feed part and giving to the wire, and comparing the measured value of the wire transfer feed amount and the measuring finish value, when both are conformed, controlling the winding part so as to be stopped.
