To provide a measuring device preventing decline of measurement accuracy as the need arises, while suppressing a power consumption, and also to provide a mode shifting method therefor and a trigger signal generation device.

A gas meter 40 includes a trigger signal generation part 47b. When a flow rate detection part 47a detects a flow rate exceeding a prescribed value based on a signal from a flow rate sensor 41 in a simplified measuring mode, the trigger signal generation part 47b generates a first trigger signal shifted from the simplified measuring mode into a high speed measuring mode. Hereby, the gas meter 40 is shifted into the high speed measuring mode.
